Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
September 16, 2024 at 6:30 p.m. by phone


Board members in attendance:  Bill Scharwatt, Chris Heuer, Lev Volod, and Rolland Royce.  Common Area Coordinator Tom Berridge was present.   The meeting was called to order at 6:30 p.m.  

Minutes of the August 26, 2024 board meeting – approved.

Treasurer’s report.  Rolland reviewed the August and year-to-date 2024 financial statements, reserve balances, cash disbursements, water usage, and status of paid dues.  The status of current and upcoming expenses related to cleanup of the common areas was discussed.     

Architectural Design Review Committee
Exterior paint on Edenberry Dr - approved

Common Area Update.    
Teragan and Associates Arborist study – $4,612:  Tom has reviewed the invoices submitted and stated that the added work by Teragan related to the January storm and attendance at the annual HOA meeting was justified and should be paid.  Further, the report files prepared by Teragan have been submitted to the board as requested.  As a result, the board approved payment.    
Cody Jepson project – $14,375: Tom stated that the work proposed has been completed and the invoice should be paid.  The board approved payment.  
Tract C – $6,000:   clean-up of Tract C in conjunction with Oswego Lake Watershed Council – this project has been approved and work will begin.  
Fallen tree – Tract B.  Lev reported a large tree fall in Tract B behind his house.  The board will visit the site in the near future to determine a proper course of action.    
Homeowner incursions into common areas – to be addressed in a proposed future letter to all homeowners.

Discussion on Reserve Balances, Impact of Common Area Cleanup and Ongoing Maintenance - Annual Dues and/or Potential for Special Assessment.   Chris presented an outline of CCR requirements for an increase in the annual dues and/or a special assessment, including homeowner notification and approval requirements, secondary requests in the event of failure to gain approval, and other issues.  After considerable discussion the board agreed to follow up on this issue at the October meeting.
