 Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
October 21, 2024 at 6:30 p.m. at Ramen Village


Board members in attendance:  Bill Scharwatt, Chris Heuer, Lev Volod, and Rolland Royce.  Common Area Coordinator Tom Berridge was present.   The meeting was called to order at 6:30 p.m.  

Minutes of the September 16, 2024 board meeting – approved.

Treasurer’s report.  Rolland reviewed the September and year-to-date 2024 financial statements, reserve balances, cash disbursements, water usage, and status of past-due accounts.  The impact of the clean-up from the January storm on reserves was discussed.      

Architectural Design Review Committee
Roof replacement on Amberwood Circle – the board agreed to visit the site to better understand the product that was used that is not in conformity with CCR requirements.

Common Area Update.    
Proposed Cooperative Agreement for Restoration Work on Private Property – a plan to preserve and enhance the oak woodland in Tract A as well as further work in Tracts B and C.  The board discussed this proposal submitted by Jack Halsey of the Oswego Lake Watershed Council, which is a five-year agreement combining financial, staff, and volunteer resources of the HOA, OLWC, the Oregon Water Enhancement, among others, combined with grant money from various sources.  Lev presented his thoughts and concerns, leading to discussion.  The board agreed to invite Jack Halsey to a future meeting to discuss this proposal in greater detail.  
Tract C – $6,000:   clean-up of Tract C in conjunction with Oswego Lake Watershed Council – this project has been approved and work will begin.  

Discussion on Operating and Reserve Balances.   Reserve balances have decreased from $80K at the start of 2024 to $18K currently, primarily a result of the clean-up from the January 2024 storm and removal of hazardous trees.  More work needs to be done.  The board stated a preference for an increase in annual dues instead of a special assessment, as the CCRs allow the board to reduce annual dues in future years as reserves are rebuilt.  The last dues increase was in 2004, when an increase from $100/yr to $150/yr was approved by the homeowners.  

 Upon motion made, seconded, and approved without dissent, a proposal to increase annual dues to $300/yr will be presented to the homeowners.  Chris and Rolland will have a separate discussion with the Westlake Apartment management team to ask for their support.
