Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
February 12, 2024 at 6:30 p.m.
Board members in attendance: Fritz Gerwe, Chris Heuer, Bill Scharwatt, Lev Volod, and Rolland Royce. Also attending was Open Space Coordinator Tom Berridge and homeowner Wayne Pederson. The meeting was called to order at 6:30 p.m.
Open Space Management: Tom led a discussion on the impact of the January ice storm, resulting in significant tree loss in the open spaces and impact on neighboring homes. Wayne outlined his concerns on trees and branches that may cause further damage even from less impactful weather. Numerous other neighbors have expressed similar concerns. The HOA approach to hazardous tree assessment by a licensed arborist has been to obtain an update approximately every five years, with the last one completed in late 2021. Based on the result of the January storm, the board directed Tom to contact Teragan Associates immediately to get a current assessment of hazardous trees in all open spaces managed by the HOA, after which a plan will be developed to address identified hazards. Further, the board will review and update its existing policies on open space management for discussion at the upcoming annual meeting.
Minutes of the January 22, 2024 board meeting – approved.
Treasurer’s report. Rolland reviewed the January 2024 financial statements, cash disbursements, water usage, and status of paid dues. The preliminary 2024 Budget will be discussed and approved before the annual meeting in March.
Architectural Design Review Committee and common area maintenance.
A tree removal request on Westfield Ct. was approved.
An exterior remodel on Greensborough Ct. was approved.
Other.
Tax returns: Rolland will route the 2023 returns to the board for review, then file.
Play structure: As the structure at issue was demolished and removed as a result of the January storm, the fine assessment, by vote, was rescinded.
Yard maintenance policy: Deferred.
