Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
December 13, 2021 at 6:30 p.m. - by phone

Board members in attendance:  Fritz Gerwe, Chris Heuer, Rolland Royce, and Bill Scharwatt.   Lev Volod was absent.  Fritz called the meeting to order at 6:30 p.m.  

Minutes of the November 15, 2021 board meeting – approved as submitted.

Treasurer’s report.  Rolland reviewed the November and year-to-date 2021 financials, variances to budget, cash disbursements ledger, water billing detail, and past-due accounts.  The tree removal contractor has been engaged and is starting the project, based on the recommendations from the arborist study conducted by Teragan and Associates. As the project will extend into 2022, we will ask for a partial billing for work done in 2021 and process a payment before year-end.  We also have payments pending for the arborist study and the insurance policy renewal.  

Architectural Design Review Committee and common area maintenance.  

A request for a new roof using approved products on Edenberry Drive was approved.
A request for replacement of windows on Barrington Court is pending.

Open Spaces.   
Work on hazardous tree removal, based on the Teragan study, has begun, to be monitored by Tom Berridge.  
Damaged fence between Tract A and Kruse Way – the City has made the necessary repairs.
Stumps of trees already removed – Fritz/Tom will follow on removal of stumps in the future.
A request from a homeowner, asking the HOA to share in the deductible portion of their homeowner insurance policy to remove two open space trees that fell on their property, was approved.  

Tax preparation:  the engagement of Schwindt and Co. for 2021 tax return preparation was approved.

Legal Counsel:  The firm of Landye Bennett has eliminated their HOA practice.  The engagement of Vial Fotheringham, with Karna Gustafson as counsel, was approved.

Annual statement stuffer:  Fritz will work with Tom Berridge to develop bullet points for open space issues, and Rolland will incorporate into a year-end stuffer to be included with dues notices, to also include the annual meeting now scheduled for Monday, March 28, 2022.
