Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association 
February 10, 2025 at 6:30 p.m. at Ramen Noodle
ATTENDEES:  Bill Scharwatt, Chris Heuer, and Rolland Royce.  The meeting was called to order at 6:30 p.m.  
APPROVAL OF MINUTES:  Minutes of the January 13, 2025 board meeting – approved.
BOARD PRESIDENT RESIGNATION:  Bill Scharwatt informed the Board that he is in the process of moving and therefore will resign as President, at a date in the very near future, to be determined.  Bill is a long-
TREASURER’S REPORT:  Rolland reviewed the January 2025 financial statements, cash disbursements, water usage, and status/collection of past-
ARCHITECTURAL DESIGN AND REVIEW REQUESTS: 
 A request for removal of trees on Edenberry Ct – approved.
 The board discussed an issue regarding color and style of a home on Trillium Ct, and will do research to determine steps taken to approve this project.
COMMON AREA UPDATE:  A homeowner notified the board of concerns regarding pests in the common areas.  Rolland will 
follow up.
LANDSCAPE MAINTENANCE:  The company providing landscape maintenance services in our cul-
Buel’s Greenscape, has terminated its service agreement with Westlake HOA effective 2/1/25.  Rolland will determine 
service levels needed and request bids from other landscape service providers.  
2025 ANNUAL MEETING:  The Annual Meeting Notice, the memo regarding the proposed increase in the Maximum AnnuaL
Assessment, and the Proxy were discussed.    The Board decided to make the effective date, if approved, of this increase 
January 1, 2026, after determining that a mid-
documents will be subject to a final review prior to mailing by February 16, 2025.
