 Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
September 20, 2021 at 6:30 p.m. - by phone

Board members in attendance:  Fritz Gerwe, Chris Heuer, Rolland Royce, Lev Volod, and Bill Scharwatt.   
Fritz called the meeting to order at 6:30 p.m.  

Minutes of August 2021 board meeting
.  Suggested edits will be made, then approved by email and posted.

Treasurer’s report
.  Rolland reviewed the August and year-to-date 2021 financials, cash disbursements ledger, water billing detail, and past-due accounts.   The board discussed the remaining past due accounts, use of stronger collection efforts including liens and collection agencies as outlined in Article 6 of the Covenants and Restrictions.  Rolland will report back to the board with additional information.  

Architectural Design Review Committee and common area maintenance.  

A request for window replacements on Victoria Ct. was approved.
A request for tree removal on Meridian Ct. was approved.
A request for window replacements on Charles Circle was approved.
A request for exterior paint on Westfield Ct. was approved.

Open Spaces.   
The 2021 Arborist Study provided by Teragon Associates – Fritz will contact Tom Berridge for an update and plan.
Complaint on Edenberry Ct Open Space – Fritz will ask our landscape service to improve the look of this space and put mulch down, then reply to the homeowner.
Complaint regarding smokers on our side of Parkview across from the apartments.  Rolland will talk to the apartment managers to determine smoking policies and why some residents appear to be mis-using our open spaces, and will report back next month.  

Fallen mailbox on Amberwood Circle – Bill had volunteered to finish the repairs at this mailbox, and that work is now complete.  Thanks Bill!
Complaints on Camden/Coventry – Rolland will continue to monitor.
