Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
October 17, 2022 at 6:30 p.m. -
Board members in attendance: Fritz Gerwe, Chris Heuer, Rolland Royce, Lev Volod, and Bill Scharwatt. Also in attendance by phone were two homeowners/neighbors in the Amberwood Circle and Trillium area.
Disputed Structure being built by Neighbor #1: The issue is an outdoor structure in process of construction by Neighbor #1, who obtained preliminary verbal approval from the board for the structure at a different location in their backyard, but then failed to keep the board apprised of changes in structure design, and a change of location required by the City of Lake Oswego, and which new structure/location Neighbor #2 objects to based on visuals from their home. The board allowed both parties to outline their case, after which the board committed to review the issues and communicate next steps with the two parties. At this point the two homeowners left the call.
Minutes of the September 19, 2022 board meeting – approved as amended.
Treasurer’s report. Rolland reviewed the September and year-
Architectural Design Review Committee and common area maintenance.
A request for exterior paint on Edenberry Drive – approved.
Other.
Jepson tree trimming project – Tom Berridge to provide status update. Second invoice has been paid.
Tree issue on Greensborough Ct pending sale – seller completed the work requested.
Leaf clippings on Camden island – no further issues reported. Leaves may have dumped there by an adjacent homeowner. Future issues will be addressed.
Walking path on Kruse Way between Camden and Westlake – tree root issues. Fritz will contact the City and Chris will reach out to Ken Slickers, Neighborhood Association chair.
Collection policy – draft is in process, for review at the November meeting.
