Minutes of Monthly Board Meeting
Westlake Homeowners Association
August 18, 2025; 6:30 p.m.

Chris Heuer called the board meeting to order at 6:30 p.m. In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson, Lev Volod, and Rolland Royce. Also in attendance were Common Area coordinator Tom Berridge. The minutes of the July 14, 2025 board meeting were approved as submitted.
Treasurer’s Report: Rolland reviewed the Julyfinancial statements, noting cash balances of $64,818, cash disbursements, water usage, and recent home sale transactions. Six homeowner accounts remain past due – followup invoices with added late charges will be sent in August.The board discussed the need for an updated reserve analysis – Rolland will contact Schwindt and Co. for requirements, a bid, and timing.
Neighborhood walk: the board discussed the general and specific findings of the total neighborhood walk conducted July 19, 2025. At the next board meeting on September 5, 2025, the board will decide and implement a course of action. One home has been the subject of direct complaints – Rolland will notify the owner demanding immediate action.
Island projects: the various islands in the HOA are in need of attention – dying grass, plants, overall appearance. The board will determine a schedule to address this issue.
ADRC Report: the board discussed pending ADRC requests, and either approved or assigned followup as needed.
Common area maintenance: Lia informed the board that the new landscape service provider Pacific Landscape Management will likely raise prices in early 2006. Tom updated the board on needs for tree removal and reducing other trees that need to be dropped to ground level. Tom will get a bid from Cody Jepson for the removals and from Brian French for other work, which will likely be completed in the fall months.
