Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
July 17, 2023 at 6:30 p.m.

Board members in attendance:  Fritz Gerwe, Chris Heuer, Bill Scharwatt, Lev Volod, and Rolland Royce.  Also in attendance was Jamie Bryant, representing the management company of the Westlake Apartments as a member of the HOA.  The meeting was called to order at 6:30 p.m.

Minutes of the June12, 2023 board meeting – approved.  

Treasurer’s report.  Rolland reviewed the June and year-to-date 2023 financial statements, cash disbursements, and status of past-due accounts.      

Architectural Design Review Committee and common area maintenance.    
A request for a new roof on Camden Lane  – approved.
A request for a new roof on Amberwood Ct – approved.
A request for tree removal on Camden Lane – approved.


Landscaping along asphalt path on Westlake Drive north of Amberwood Circle – completed by GreenGrowth Landscape.  Project results look nice.   

Leak on water meter at Camden and Parkview – repair is complete.

Barkdust – Fritz presented a proposal from GreenGrowth Landscape to barkdust selected areas in the HOA open spaces, at a costs of $2,300, to allow unused budgeted funds on other landscape projects.  The proposal was approved.  

Fritz updated the board on some areas of landscaping along Westlake Drive that need attention.  He will work with GreenGrowth on bids to address these issues.  

Past due accounts – eight homeowner accounts remain past due for 2023 and prior years.  Rolland will prepare and mail a demand letter as provided in the Past Due policy, and will review certain accounts with outside counsel for further action.  

The addition of Pedestrian signage along Westlake Dr by the City of Lake Oswego was reviewed – a positive step with braking and slower traffic already reported.  The board will monitor such results.  

The board then toured the HOA, identifying homes needing attention for landscaping or exterior improvements.  The board will discuss next steps at the August meeting.  

After the tour, the meeting was adjourned at 8:00 p.m.
