Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
December 12, 2022 at 6:30 p.m. - by phone


Board members in attendance:  Fritz Gerwe, Chris Heuer, Bill Scharwatt, Lev Volod, and Rolland Royce.  

Minutes of the October 17 and November 14, 2022 board meetings – approved as amended.  

Treasurer’s report.  Rolland reviewed the November and year-to-date 2022 financials, cash disbursements ledger, water billing detail, and the listing of homes sold in 2022.  He presented a cash projection as of December 31, 2022, including discussion of reserve balances, and will follow up on adjustments to the water bill and the neighborhood flag program.

Architectural Design Review Committee and common area maintenance.    
A request for an antenna dish on Amberwood Circle - approved.


Other.

Structure discussed at the October and November board meeting – the board decision has been communicated to the parties, with apparent agreement to comply.  A request for variance in fence height from one party, was received thru the City of Lake Oswego Planning Department, and the board provided a response requesting denial, which was granted.  

Walking path on Kruse Way between Camden and Westlake – tree root issues.  As this is City property, Fritz will contact the appropriate City department.  

Asphalt path on Westlake Drive north of Amberwood Circle – the board inspected this path and adjacent shrubbery, and agreed that Fritz will contact Green Growth to trim/remove shrubbery as agreed, and Bill will follow with S-2 on a bid to replace the path.  

Insurance renewal – Rolland reported that the annual premium for the HOA insurance policy has been received, noting it is lower by approximately $300 with no change in coverages or exclusions.

Policy on delinquent homeowner accounts – the board reviewed the response from counsel on the policy draft, as well as a draft prepared by counsel in 2009 that was not implemented.  The board agreed to incorporate certain provisions of the 2009 draft, including a late fee of $30 on accounts more than 30 days past due; Rolland will prepare a revised version for review and distribution with the 2023 dues mailing.

Issues raised at the March 2022 annual meeting:  
Street parking, including nose-in parking in cul-de-sacs
Crossing protection at the two intersections of Westlake Dr. and Amberwood Circle
 
Reserve study:  Rolland will coordinate an update of this required study by March 31, 2023.
