Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
November 14, 2022 at 6:30 p.m. - by phone


Board members in attendance:  Fritz Gerwe, Chris Heuer, Bill Scharwatt, and Rolland Royce.   Lev Volod was absent.  

Minutes of the October 17, 2022 board meeting – approved as amended.  

Treasurer’s report.  Rolland reviewed the October and year-to-date 2022 financials, cash disbursements ledger, water billing detail, and the listing of homes sold in 2022.  He also updated the board with the certificates of deposit which hold the reserve balances, opting to split the balance evenly between a 90-day CD at 0.75% and a 365-day CD at 1.50%.

Architectural Design Review Committee and common area maintenance.    
A request for tree removal on Meridian Ct - approved.
A request for tree removal on Amberwood Circle – approved.

Other.

Structure discussed at the October board meeting – the board agreed on requiring adherence to setback rules, establishment of appropriate screening, adding facing on the north side to reduce noise and lights, and a suggestion that the cost of a proposed new fence between the two neighbors be shared.  Chris will write up this decision and Fritz will communicate it to the parties.  

Walking path on Kruse Way between Camden and Westlake – tree root issues.  As this is City property, Fritz will contact the appropriate City department.  

Policy on delinquent homeowner accounts – after discussion the board agreed to emphasize potential impact on credit ratings, and to send the policy to counsel for review.

Path on west side of Westlake Drive north of Amberwood Circle – the board reviewed a bid from S-2 Contractors, and will inspect the path and adjacent shrubbery prior to accepting the bid.

Insurance renewal – Rolland discussed the renewal of the HOA insurance policy, noting a slight reduction in premium, and will contact the State Farm agent for any changes in coverage from prior years.

Tax preparation – the board approved engaging Schwindt and Co for preparation of the 2022 returns.

Water issue – Rolland and Fritz updated the board on a potential leak and faulty meter at the Camden/Parkview water meter.

Issues raised at the March 2022 annual meeting:  
Street parking, including nose-in parking in cul-de-sacs
Crossing protection at the two intersections of Westlake Dr. and Amberwood Circle
 
Reserve study:  Rolland will coordinate an update of this required study by December 31, 2022
