Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
Decvember 11, 2023 at 6:30 p.m.
Board members in attendance: Fritz Gerwe, Chris Heuer, Bill Scharwatt, Lev Volod, and Rolland Royce. The meeting was called to order at 6:30 p.m.
Home Rebuild Project: Homeowners whose home was recently destroyed by fire joined the meeting, updating the board on their plans to rebuild their home quite similar to the previous structure, with approved roofing materials, and will keep the board updated on plan changes and other developments as they work thru the process with the City and contractors.

Treasurer’s report. Rolland reviewed the November and year-
Architectural Design Review Committee and common area maintenance.

Tom Berridge, Open Space Coordinator updated the board on open space incursions and the ongoing work on the open spaces in conjunction with the Oswego Lake Watershed Council. Tom will provide the board with a more detailed update and plans for 2024 at the January meeting. Rolland described a certified letter sent to a homeowner who continues to dump yard debris in the open space behind their home despite previous requests to ceases this activity.
Open space project – intersection of Westlake Drive and Charles Circle – resolved by the planting of six English Laurels. Complete.
Past-
Play structure in violation of HOA rules: The board unanimously voted to proceed with the assessment of fines until the homeowner complies with the HOA directive. The board agreed the fine would be $15/day beginning February 1, 2024, and will continue until the play structure is removed.
Yard maintenance policy: Deferred to the annual meeting notice mailing in late February.
