Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
November 11, 2024 at 6:30 p.m. by phone
Board members in attendance: Bill Scharwatt, Chris Heuer, Lev Volod, and Rolland Royce. Common Area Coordinator Tom Berridge was present. The meeting was called to order at 6:30 p.m.
Minutes of the October 21, 2024 board meeting – approved.
Treasurer’s report. Rolland reviewed the October and year-
Architectural Design Review Committee
Roof replacement on Amberwood Circle – The board will contact the homeowner requesting more information on materials used vs alternatives, and require neighbor approval of the project.
Common Area Update.
Proposed Cooperative Agreement for Restoration Work on Private Property – the board discussed this agreement in more detail, and agreed that comments would be due by November 15, after which a reply to the Oswego Lake Watershed Council would be delivered. The board is still generally in support of the ongoing work with OLWC and the benefits of leveraging our dollars with their funding sources and other grants.
Tract C – $6,000: This work is scheduled to begin November 20, 2024.
Discussion on an Increase in Annual Dues Assessments.
At the October 2024 meeting the board approved a proposal to submit a request to increase the maximum annual assessment to $300 to the homeowners at the annual meeting in March 2025. Chris presented his thoughts on timing, notice and meeting requirements, monthly vs annual assessments, and approval requirement thresholds, among other considerations. Chris and Rolland will have a followup meeting to determine details.
Corporate Transparency Act Reporting Requirement
The board will obtain the required reporting IDs and comply with this new statute no later than December 31, 2024.
