MINUTES

Minutes of Monthly Board Meeting
Westlake Homeowners Association
Monday June 16, 2025; 6:30 p.m.

Chris Heuer called the board meeting to order at 6:30 p.m.  In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson, and Rolland Royce.  Lev Volod was absent.  Also in attendance were Common Area coordinator Tom Berridge.  The minutes of the Annual Meeting (March 18, 2025), the special board meeting (March 31, 2025), and the Special Meeting of the Association and the monthly board meeting (May 5, 2025) were approved as amended.  There were no minutes at the scheduled board meeting on April 7, 2025 as the required quorum was not present.

Lia introduced special guest Warren Tickman of Pacific Landscape Management (PLM) who has been engaged to provide common area maintenance and landscape services.  Lia obtained bids from five other providers of such services, and PLM was selected based on their reputation and recommendations from commercial properties and other HOAs in the area.  Warren discussed the significant clean-up project after the resignation of the previous provider in February, the application of 20 units of barkdust (which had not been done in full since 2021), weed management issues, and repairs and improved management of the irrigation system.  The board has been impressed with PLM, and look forward to a much better common area maintenance program in the future.

Treasurer’s Report:  Rolland reviewed the May financial statements, noting cash balances of $83,682, cash disbursements.  Six homeowner accounts remain past due.  The 2024 tax returns were just received, and Rolland will distribute for review and follow up with filing.  Lia has been added as a signer on the bank accounts at OnPoint Credit Union, in addition to current signers Chris and Rolland.

ADRC Report:  Derek has assumed management of ADRC requests, and reviewed four just received at the post office.

Common Areas:  Lia and Tom led a discussion of common area issues, including the following:
The work of Oswego Lake Watershed Council in removing invasive species and adding native plants.  
Tract A clean-up needs, including bringing more trees to the ground surface, clean-up along the fence facing Kruse Way, asking the City to repair/replace the fence
Tract B and C clean-up, including clearing of brush and thinning/pruning of trees
Teragan Arborist Study of July 2024 – Tom reported that all trees issues listed in that report have been completed.  
Fire and safety concerns – added focus on fire mitigation, pruning/removing trees deemed at risk of falling.
Continued awaremess of pest issues presented by coyotes and and rodents.

Website improvements:  issue tabled for discussion at the July meeting

 September 15, 2025, Monday, at 6:30 p.m.
 October 13, 2025, Monday, at 6:30 p.m.
