Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
July 19, 2021 at 6:30 p.m. - by phone

Board members in attendance:  Fritz Gerwe, Chris Heuer, Rolland Royce, Lev Volod, and Bill Scharwatt.  Also present was Tom Berridge, Open Space Coordinator.

Fritz called the meeting to order at 6:30 p.m.  

Treasurer’s report.  Rolland reviewed the June and year-to-date 2021 financials, cash disbursements ledger, water billing detail, and past-due accounts.   Late charges assessed on a chronically past-due account on Amberwood Circle, and the request by the homeowner to waive, was discussed – decided unanimously to leave full late charges in place and advise the homeowner of that decision.  

Architectural Design Review Committee and common area maintenance.  

A request for a patio gazebo on Victoria Ct. was approved.
A request for exterior paint on Charles Circle was approved.

Open Spaces.   
Tom Berridge presented the Arborist Study provided by Teragon Associates, and his personal involvement with the Teragon staff conducting the study.  He described their work as professional, complete, and careful.   The board agreed to review the document, as well as the advance assessment to be obtained from Teragon, and then decide on a plan to address trees needing either pruning or removal due to poor health or damage.  The board thanked Tom for his continued involvement in managing our open spaces.   

Other  
Authorized signers on bank accounts – in accordance with previous approval by the board, Fritz was added as an authorized signer.   
Fallen mailbox on Amberwood Circle – Rolland will circulate a recent email from the absentee owner, which asked for the board to obtain bids to repair.
Homeowner issue on Yorkshire Ct – Fritz and Bill will visit the homeowner and address concerns.
