Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
January 13, 2025 at 6:30 p.m. at Ramen Noodle

Board members in attendance:  Bill Scharwatt, Chris Heuer, and Rolland Royce.  Lev Volod was absent.  Common Area Coordinator Tom Berridge joined the meeting at 7:00 p.m.  The meeting was called to order at 6:30 p.m.  

Minutes of the December 19, 2024 board meeting – approved as amended.

Treasurer’s report.  Rolland reviewed the December and year-to-date 2024 financial statements, reserve balances, cash disbursements, water usage, and status/collection of past-due accounts.  Total cash is down $37,000 from year-end 2023, primarily a result of clean-up costs from the January 2024 storm.  Two accounts remain past-due.  Certified letters were sent out in November demanding payment – no reply as of this date.        

Architectural Design Review Committee
No activity to report.    

Common Area Update.    
A homeowner joined the meeting and presented concerns regarding higher incidence of pests in the common areas.  The board will study this issue.
The partnership with Oswego Lake Watershed Council will continue for several years, with Tom acting as the primary contact.  
Tom will develop suggestions for the 2025 budget, including added clean-up attention to Tract C, with a focus on fire prevention measures, selective pruning of trees to reduce future risk of trees falling down, removing invasive species of plants, and a recommendation for an update in our arborist study.  

Discussion on an Increase in Annual Dues Assessments.  
The board will develop a 2025 budget, including additional work in the common areas and rebuilding cash reserves, in preparation for a request to increase the maximum assessment, which will be subject to a vote at the March 2025 annual meeting.  The increase may be pro-rated in 2025.    

Corporate Transparency Act Reporting Requirement
This required report was submitted before the due date December 31, 2024.
