 Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
February 16, 2021 at 6:30 p.m. - by phone

Board members in attendance:  Fritz Gerwe, Chris Heuer, Rolland Royce and Lev Volod.  

Fritz called the meeting to order at 6:30 p.m.  The minutes of the January 19, 2021 Board meeting were reviewed and approved.  

Treasurer’s report.  Rolland reviewed the January 2021 financials, noting receipt of 248 payments for 2021 dues, an increase of 10 over January 2020, and recurring expense items.  The new structure of reserve funds maintained in CDs at OnPoint Credit Union was reviewed, which consists of 1 90-day CD for approximately $43K yielding 0.55%, and 1 18-month CD for $25K yielding 0.65%.  The Board discussed the dues billing oversight for a homeowner on Charles Circle, and elected to bill for all years outstanding, omitting all late charges.  The Association’s general approach to late charges was discussed, resulting in guidance to charge all late charges unless circumstances warrant a waiver.   Tax information for 2020 has been submitted to Schwindt and Co.  The board also discussed two options for engaging an outside management company to provide defined services, agreeing to bring the issue up at the March annual meeting.  

Architectural Design Review Committee and common area maintenance.  

Rolland has mailed a letter to the owner of the toppled brick mailbox and related installation of a nonconforming mailbox on Amberwood Circle, for followup in February/March.
No other ADRC requests have been received or are in process.   A tracking document will be used to track all ADRC and related issues.  

Open Spaces.  The need to update our outside arborist study to evaluate the health of trees in our open spaces was discussed – Fritz will work with Tom Berridge to identify available consultants.  Our partner in the open space project, Oswego Lake Watershed Council, has suggested we make a contribution in 2021 of $10,000 (similar to the prior 3 years) as our support in the ongoing effort to maintain/enhance our oak tree forest – the board discussed the project and the plans for 2021 which include removal of non-native species and introducing new native plantings to support the oaks as well as provide sound and visual barriers for our residents.  The 2021 contribution was approved.

Upcoming meetings.   The Annual Meeting is scheduled by telephone conference call on March 29, 2021 at 6:30 p.m.  The required notices will be mailed during the week of February 22.  Future meetings, also by telephone conference call, are as follows:

May 17, 2021 at 6:30 p.m.
