Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
June 21, 2022 at 6:30 p.m. -
Board members in attendance: Fritz Gerwe, Chris Heuer, Rolland Royce, Lev Volod, and Bill Scharwatt.
Minutes of the May 23, 2022 board meeting – approved as submitted.
Treasurer’s report. Rolland reviewed the May 2022 financials, cash disbursements ledger, and water billing detail. As of this date, 283 out of 293 homeowners have paid their 2022 dues. The list of past due accounts was reviewed.
Architectural Design Review Committee and common area maintenance.
A request for a new roof on Westfield Court – approved.
Other.
Backyard fence damage caused by our contractor: The homeowner request to replace an additional section of fence was discussed and approved, and a check will be sent to settle the issue.
Request made by a PSU grad student, thru the Oswego Lake Watershed Council, to conduct tests on our oak woodland as part of a masters study, was discussed. Concerns about minimizing any risk to the HOA and having identifiable clothing to eliminate homeowner questions were raised, and a letter approving the request with clarifying language will be sent.
Lake Oswego Flower Basket Contribution – a contribution of $150.00 was approved.
Yard maintenance policy: Rolland presented a draft of this policy – suggested edits will be incorporated into the policy for future review.
Bushes on Westlake Drive blocking view leading to Kruse Way intersection – completed by Fritz.
Issues raised at the March 2022 annual meeting: The board will be following up on these during the next few months:
Asphalt path on west side of Westlake Dr north of Amberwood Circle
Street parking, including nose-
Crossing protection at the two intersections of Westlake Dr. and Amberwood Circle
Reserve study: Rolland will coordinate an update of this required study.
