Minutes of the
2023 Annual Meeting of the
Westlake Homeowners Association
held by telephone
March 20, 2023 at 6:30 p.m.


President Fritz Gerwe called the meeting to order at 6:30 p.m. and introduced the other members of the Association’s board of directors:  Chris Heuer (Secretary), Rolland Royce (Treasurer), Lev Volod (Website), and Bill Scharwatt.  Our Open Space Coordinator Tom Berridge was also on the call, joined by approximately 12 additional homeowners.

The minutes of the 2022 annual meeting were approved without dissent.

Rolland stated that the February 15, 2023 mailing of the notice of the annual meeting and proxy met the meeting notice requirements of the CCRs, and summarized proxies that were signed and submitted:  62signed and valid proxies received, all of which authorized any board member to vote the homeowner’s share.  

Fritz provided an overview of the Association’s operations over the past year, including the continued efforts to add native species to the open spaces and control/eliminate invasive species, in participation with the Oswego Lake Watershed Council and the City of Lake Oswego; lower costs of irrigation by improved controls on sprinkling patterns and frequency; continued attention on the identification and removal of hazardous trees and trimming of limbs deemed potential hazards; and work on improving the landscape and path along Westlake Drive north of Amberwood Circle, which will be completed in the spring of 2023.  Fritz acknowledged the continued significant contributions by our Open Space Coordinator Tom Berridge.  

Rolland summarized financial results for the 2022 calendar year,noting reserves of $82,000 and summarizing dues collections and various expense and project costs.  He also noted the Past-Due Collection Policy approved by the board in 2022.

Tom reviewed open space activities, including additional details on tree removal and trimming, continued focus on the maintenance of our oak woodlands, and removal of hazardous trees and invasive species.  A continued focus will be on open space incursions by homeowners, including dumping of grass clippings.  The City of Lake Oswego is aware of the damaged fence along Kruse Way and will be repairing it.  

Fritz reviewed ADRC requests submitted to the board, all of which are reporting in the minutes of the monthly board meeting.  

Without dissent, the board terms of Chris Heuer, Bill Scharwatt, and Rolland Royce were extended for two years.  The terms of Fritz Gerwe and Lev Volodwill extend until the 2024 annual meeting
.

Questions on the following issues were raised by various homeowners:
The asphalt path on the west side of Westlake Dr extending north of Amberwood Circle – needs improvement – to be completed in the spring of 2023.
The proposed replacement of the Westlake tennis courts by pickleball courts – opposition to the proposal was voiced by all meeting attendees.
Parking on streets and cul-de-sacs which presents fire or safety risks.
The crossings of Westlake Dr at both ends of Amberwood Circle and related safety issues.

The board said they would follow up on these questions with the appropriate parties.


There being no further business, the meeting was adjourned at 7:35 p.m.
