Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
October 23, 2023 at 6:30 p.m.

Board members in attendance:  Fritz Gerwe, Chris Heuer, Lev Volod, and Rolland Royce.  Bill Scharwatt was absent.    The meeting was called to order at 6:30 p.m., after which Chris signed off due to a schedule conflict.

Minutes of the September 11, 2023 board meeting – approved.  

Treasurer’s report.  Rolland reviewed the September and year-to-date 2023 financial statements, cash disbursements, water usage, and status of past-due accounts.      

Architectural Design Review Committee and common area maintenance.    
A request for a front porch cover on Greensborough Court – approved.
A request for exterior paint on Trillium Court – approved.
A request for exterior paint on Charles Circle – approved.
A request for exterior paint on Victoria Court – approved.
A request for exterior paint on Clairmont Court – approved.

Other.
Yard maintenance:  the Board discussed a letter to be included with 2024 dues mailing outlining a policy for watering yards and general landscape improvement needs.  

Open space project – Rolland met with the homeowners and the board-approved plan to add English Laurel was agreed with some minor modifications.

Past-due accounts:  Rolland updated the board with the news that another two homeowners have brought their accounts current, leaving two remaining.  Next steps will be outlined and discussed at the November meeting.    

Possible open space incursion:  Deferred to November meeting.

Play structure complaint:  the homeowner with the unapproved structure has refused to comply with Board requests – additional action including potential fines will be discussed.

Irrigation system meters:  turned off for the winter per Fritz.Fence replacement along Parkview Drive:  the homeowner followed the guidelines as advised.  

Conference call platform:  to be followed up.
