 Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
August 17, 2020 6:30 p.m.; by phone


Board members in attendance:  Chris Heuer, Rolland Royce and Lev Volod
Also in attendance:  Shiuh-Wen Luoh, homeowner on Charles Circle

Chris called the meeting to order at 6:30 p.m.

Request from homeowner regarding greenspace tree
.  Shiuh-Wen Luoh participated in the call to supplement his request regarding a tree in the HOA’s greenspace just a few feet from his property line.  Shiuh-Wen noted that the tree is not healthy, with cavities in its trunk and a significant loss of its canopy.  He also reiterated his request to remove a bee colony in one of the cavities by “trapping out” the colony and moving the colony further into the greenspace and away from his home.  After Shiuh-Wen left, the board agreed to obtain more information on the schedule for cutting tree and to consider obtaining additional information from a bee expert.  Rolland and Lev agreed to visit the location, and Chris agreed to contact Tom Berridge for more information and potential action.


Treasurer’s report
.  Rolland reviewed the July financials, noting the significant (approximately $3,600) payments to Green Growth Landscaping for various projects the company has undertaken for the Association and the significant uptick in pending home sales in the neighborhood.

Architectural Design Review Committee and common area maintenance.  The Board noted the activity over the past month, including approval of two exterior painting requests on Greensborough Court.

The Board also discussed the request for a new roof.  The request involves the use of a new product, Certainteed Grand Manor.  Chris noted that the product looks good on paper, but wanted to see a physical sample of the product to confirm that it would be compatible with the neighborhood.  The specifications on the website seem to satisfy each of the requirements under the HOA’s Community Guidelines (50-year warranty, Class A fire rating, and 110 mph wind resistance) but had a weight of 425 pounds, rather than 465 pounds, per square wait.  Chris noted, however, that the guidelines say three layer or 465 pound, so the "virtual five layer when applied" character of the Grand Manor product may be sufficient.  The Board decided to obtain a sample of the product before granting approval.
