Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
August 23, 2021 at 6:30 p.m. - by phone


Board members in attendance:  Fritz Gerwe, Chris Heuer, Rolland Royce, Lev Volod, and Bill Scharwatt.  Also present was James Childress, homeowner.

Fritz called the meeting to order at 6:30 p.m.  

James Childress has requested to replace his current siding with a Hardiplank fibrous cement product, which is not allowed under the current guidelines.  His presentation included results of research he has done which include positive considerations such as: 1) fire resistance factors; 2) reduced risk of water damage; 3) better insulation leading to lower energy costs; 4) an improved Hardiplank product developed over the years which is increasingly being used in higher end developments, including the Street of Dreams.  The product requested was Cedar Meld, which is designed to closely resemble cedar siding – the board had samples to review.  The board asked questions, adding a request for him to obtain an additional neighbor sign-off, then Mr. Childress left the call.  After discussion, the board decided to approve the application pending the added signature (which was obtained by Mr. Childress), noting that the approval constituted exceptions to guidelines regarding the use of Hardiplank siding and the painting of brick surfaces.

Treasurer’s report
.  Rolland reviewed the July and year-to-date 2021 financials, cash disbursements ledger, water billing detail, and past-due accounts.   The check for the 2021 contribution - $5,000 - to the open space project, in partnership with the City and the Oswego Lake Watershed Council was mailed in early August, in accordance with prior approval and the 2021 budget:  note, the expenditure was charged to HOA reserve funds.

Architectural Design Review Committee and common area maintenance.  

A request for an exterior remodel on Victoria Ct. was approved.
A request for tree removal on Edenberry Ct. was approved.
A request for tree removal on Meridian Ct. was approved.

Open Spaces.   
The 2021 Arborist Study provided by Teragon Associates will be discussed at the September board meeting with Tom Berridge in attendance.   

Other  
Fallen mailbox on Amberwood Circle – at homeowner expense, the board engaged a current vendor to restore the mailbox.   Bill Scharwatt volunteered to assist in restoring missing bricks.
Homeowner issue on Yorkshire Ct – Fritz and Bill will visit the homeowner and address concerns.  Complaint on alleged misuse of open space – the board will review and determine a course of action.  
Damaged sprinkler heads – repairs deemed unnecessary at this point.
