 Minutes of the Monthly Meeting of the Board of Directors of
Westlake Homeowners Association
April 24, 2023 at 6:30 p.m.

Board members in attendance:  Fritz Gerwe, Chris Heuer, Bill Scharwatt, Lev Volod, and Rolland Royce.  The meeting was called to order at 6:40 p.m.

Minutes of the February 14, 2023 board meeting – approved.  

Minutes of the March 20, 2023 annual meeting – approved.  

Treasurer’s report.  Rolland reviewed the March and year-to-date 2023 financial statements, including updates on collection of 2023 dues, cash disbursements, and past-due accounts.  Members of the board will contact known neighbors who are late to encourage payment.  The board agreed to waive the $30 late fee on payments made voluntarily without followup, but received after February 28 – this approach will be subject to review in the future.  The 2022 tax returns have been completed and mailed.    

Architectural Design Review Committee and common area maintenance.    
An exterior remodel enclosing a covered space on Victoria Court was approved.

Other.
Asphalt path on Westlake Drive north of Amberwood Circle – completion by S-2 is expected shortly.    

Open space issues on Coventry Court – the board approved the draft agreement with the homeowner to eliminate incursions into the open space.  

Policy on removal of trees – the board approved the draft policy which will follow City of Lake Oswego requirements and also maintain the look and feel of the neighborhood, with a completed ADRC request and signoffs by affected neighbors.

Participation with the Oswego Lake Watershed Council and the City of Lake Oswego to maintain open spaces and oak woodlands – the board approved the 2003 budgeted contribution of $5,000.00.

Conference call platform – in progress.

Neighborhood flag installations – to be coordinated with the homeowner leading this project.

Crossing protection at the two intersections of Westlake Dr. and Amberwood Circle – to be followed.

Reserve study – to be completed.
