MINUTES

Minutes of Monthly Board Meeting
Westlake Homeowners Association
September 25, 2025; 6:30 p.m.
Oswego Noodle House



Chris Heuer called the board meeting to order at 6:30 p.m.  In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson,and Rolland Royce.  Lev Volod was absent.  Also in attendance was Common Area coordinator Tom Berridge.  The minutes of the August 18, 2025 board meeting were approved as submitted.

Common Area Report:  Tom presented the following issues for discussion and approval:
Removal of 14 hawthorne trees and debris along the fence line paralleling Kruse Way.The bid by Cody Jepson, who has done similar and satisfactory work in the common areas before, totaling $7,326 was reviewed, discussed, and approved.  The work will commence in approximately two weeks.  
Pruning and crown reduction of 9 trees in Tract C, which will include the trees that were the subject of concerns expressed by two neighbors in Tract C.  The bid by Brian French, also well known to the board, totaling $7,350 was reviewed, discussed, and approved.  The work is expected to be completed in October.
Clearing ivy, blackberries, chipping fallen trees.  Restoration contractor recommended by Jack Halsey of the OLWC.  Cost of $70/manhour, estimate 2 days.  This project was discussed and approved.
A Rotary Club work party will be in the common areas on September 27 to pull ivy.
Offers to assist in irrigating new native plantings by adjacent neighbors will be approved on an individual basis.  
Jack Halsey of the Oswego Lake Watershed Council will attend a board meeting in the near future to review 2025 activities and present a plan going forward.   

Treasurer’s Report:  Rolland reviewed the August financial statements, noting cash balances of $62,171, cash disbursements, water usage, and recent home sale transactions.Rolland will contact Schwindt and Co. for requirements, a bid, and timing of an updated reserve analysis.

Yard Maintenance issues:  The board will send a letter to all homeowners regarding the drafted Yard Maintenance Policy, to include a statement that future violations of HOA yard maintenance policies will subject to a notification and demand for corrective actions, with remedies available to the HOA for failure to address.  This letter will go out in October.  

Common area landscaping improvements:  Lia presented a list of projects that she developed ion conjunction with our landscape service Pacific Landscape Services.  In light of the costs of the common area projects listed above, actions on these opportunities will be postponed.  

ADRC Report:  the board discussed pending ADRC requests, and either approved or assigned followup as needed.  

Website improvements:  issue tabled for discussion at a future meeting.

 October 21, 2025, Tuesday, at 6:30 p.m.
 November 17, 2025, Monday, at 6:30 p.m.
