Minutes of Monthly Board Meeting
Westlake Homeowners Association
April 20, 2026; 6:30 p.m.
The Springs at Lake Oswego

Chris Heuer called the board meeting to order at 6:30 p.m.  In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson, Rolland Royce,and homeowner Ric Anderson.

The minutes of the February 17, 2026 board meeting were reviewed and approved.  

Financial matters:  Rolland presented the Marchfinancialstatements, noting a cash balance of $86,000, with 272 households having paid 2026 dues as of month-end, similar to collection rates of prior years.  Past-due notices have been mailed to the unpaid homeowners.  No objections or concerns to the increase in the maximum annual assessment have been received.

ADRCrequests:  Requests for exterior paint and a new roof were approved as submitted.

Common areas:  
Lia reported that bids to install backflow devices at meter locations have been received – the board approved the bid from Bridge City Backflow to install and test such devices at a cost of $3,500.

Jack Halsey (Oswego Lake Watershed Council) and Brian French (Arboriculture International) continue inspections and developing plans for the common areas Tracts A, B, and C.  Such plans will address the following:  assessment of trees at risk of falling; piles of brush/branches left from previous work; pruning of tree canopies; fire risk; homeowner encroachments; plans for dealing with the ash borer; among others.

   June 22, 2026, Monday, at 6:30 p.m.
   July 20, 2026, Wednesday, at 6:30 p.m.

The meeting was adjourned at 7:30 p.m.
