MINUTES

Minutes of Monthly Board Meeting
Westlake Homeowners Association
December 15, 2025; 6:30 p.m.
Springs Retirement Facility



Chris Heuer called the board meeting to order at 6:30 p.m.  In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson, Lev Volod, Rolland Royce, Common Area Coordinator Tom Berridgeand homeowner Ric Anderson.

The minutes of the November 17, 2025 board meeting - approved as submitted.

Financial matters:  Rolland presented the financialstatement, noting a cash balance of $19,000 (lower than any point in the last 15 years), the cost of two large projects involving work in the common areas, and landscaping/plantings along Westlake Drive and the monument on Kruse Way.The CD at OnPoint was closed and transferred into the operating account in early December.

Insurance:  after discussion, the board voted to renew the current policy with State Farm, as a competing quote from Farmers Insurance, while somewhat less expensive, contained far lower coverages.

Tax preparation:  the board approved Rolland to sign the engagement letter with Schwindt and Co. for 2025 income tax return preparation.  

ADRCrequests:  several requests for new roofs have been received and approved, all conforming to the standards in terms of material and color.  Derek will provide a tracking document for ADRC requests and approvals.  

Common areas:  Tom expressed his desire to reduce his involvement with common area management and coordination – the board expressed gratitude for the work and dedication Tom has provided to our HOA.  The board discussed opening a discussion with Brian French to determine his potential role going forward.  The board also discussed the invoices for the work Mad Bears had done in Tract C.  The board agreed that a group would tour Tract C with Jack Halsey of the OLWC, inspect the work done, and determine future courses of action needed.  

Operating Budget – 2026:  Rolland presented a draft of the budget, and after adding a $20K provision for common area projects, the budget was approved.  

Next board meetings:  January 21, 2026, Wednesday, at 6:30 p.m.
   February 17, 2026, Tuesday, at 6:30 p.m.
   March 30, 2026, Monday, at 6:30 p.m.

The meeting was adjourned at 7:30 p.m.
