MINUTES

Minutes of Monthly Board Meeting
Westlake Homeowners Association
November 17, 2025; 6:30 p.m.
Hilton Garden Inn



Chris Heuer called the board meeting to order at 6:30 p.m.  In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson, and Rolland Royce.  Also in attendance were Common Area coordinator Tom Berridge and homeowners Ric Anderson and Marie Bonds.  

Common Area Discussion:  Tom introduced Jack Halsey (Oswego Lake Watershed Council) and Brian French (Arborist International) to lead a discussion on past and future efforts.  Jack presented a report summarizing the efforts and results of the joint effort of our HOA, the OLWC, the City of Lake Oswego, and other organizations which have all contributed money, grants, and labor to restore and preserve the three parcels of oak woodlands in our common areas.  This report can be found on the HOA website.  

Other common area notes:
Marie expressed concerns re the potential use of glyphosates in Tract C.  After discussion, this herbicide will not be used in either Tracts B or C.

Fire risk:  A major focus by OLWC is managing and reducing fire risks.  Most of fire risk is house-to-house by use of firepits and BBQs, but the piles of dead branches close to the exteriors of the common areas is a concern.

Creating fire breaks of 10 ft on each side of the common area borders will reduce fire risk.

The board should focus on limiting watering by neighbors close to open space, which damages root systems of the oaks.

Ash trees – an ongoing focus with the threat of the ash borer arriving in western Oregon.

Brian French will be focusing on pruning and topping trees to reduce tree weights.  

The use of Pacific Willows as new plantings in the common areas will be considered.

The presence of a large camas meadow – important to native Americans - in Tract B was noted

Jack and Brian will be invited to the annual meeting to present plans and answer questions.

At this point Brian, Jack, and Tom left the meeting.

The minutes of the October 21, 2025 board meeting was approved as submitted.

Rolland presented the financials statements, noting the impact on cash balances from work in the common area and approved landscape improvements done by Pacific Landscape.  

In light of the projected cash balance of approximately $5,000 at year-end 2025, the board discussed the 2026 dues to be assessed.  A motion to set the 2026 dues at the maximum $300 was made, seconded, and approved without dissent.  An explanation letter will accompany the dues mailing.  

Next board meetings:  December 15, 2025 at 6:30 p.m.   January 21, 2026 at 6:30 p.m.

The meeting was adjourned at 8:30 p.m.
