Minutes of Monthly Board Meeting
Westlake Homeowners Association
October 21, 2025; 6:30 p.m.
Telephone Conference Call
Chris Heuer called the board meeting to order at 6:30 p.m. In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson, and Rolland Royce. Lev Volod was absent.
Treasurer’s Report: Rolland reviewed the September financial statements, noting cash balances of $59,541, cash disbursements, water usage, and recent home sale transactions.
Yard Maintenance issues: The letter to all homeowners was mailed October 15, 2025. The next steps will be to develop a standard format for individual homeowner notification of violations, required remedies, and followup.
Common area landscaping improvements: The board discussed the suggestions proposed by Pacific Landscape Management on landscaping improvements to the monuments and surrounding areas, filling in gaps along Westlake Drive, and the Charles Circle entrance. These projects will be discussed further at the November meeting.
ADRC Report: the board discussed pending ADRC requests, and either approved or assigned followup as needed. Two requests for roof replacements were returned for verification of the triple-
Insurance costs: Rolland will contact the Meadows HOA (adjacent to Westlake HOA) for information on their costs and coverages, and will report back to the board at the November meeting with a recommendation for any change.
Website improvements: issue tabled for discussion at a future meeting.
