MINUTES

Minutes of Monthly Board Meeting
Westlake Homeowners Association
January 21, 2026; 6:30 p.m.
Springs Retirement Facility



Chris Heuer called the board meeting to order at 6:30 p.m.  In attendance were board members Chris Heuer, Lia Anderson, Derek Johanson, Rolland Royce,and homeowner Ric Anderson.

The minutes of the December 15, 2025 board meeting - approved as submitted.

Financial matters:  Rolland presented the financialstatements, noting a year-ending cash balance of $10,872 and an operating deficit of $35,294 for 2025, reflecting high costs of clean-up, tree removal, and landscaping projects in common areas.  As of this date 2026 dues totaling $73,000 have been received, representing 185 (63%) of homeowners, approximating a similar pace of payments compared to prior years.  Of note is the fact that not one homeowner has expressed opposition to the increase in annual dues, set at $300 for 2026, and approved in 2025.  Financial information has been submitted to Schwindt and Co. for preparation of the 2025 tax returns.

ADRCrequests:  none since last meeting.

Common areas:  
Tract C:  Rolland met Jack Halsey of the Oswego Lake Watershed Council on December 30, 2025 for an inspection of Tract C and the cleanup work that had been done by Mad Bears LLC.  While significant work had been completed, the costs of the work were far above what the board had contemplated, and some of the work was outside the verbal scope of the project.  Chris and Rolland will discuss the issues with Mad Bears and determine a course of action.  

Pacific Landscape:  Lia presented a list of landscaping projects proposed by Pacific Landscape.  After discussion, and in light of the low cash balance, the board approved 4 of the projects totaling $1,650, and agreed to revisit the list for future  action.  

Drainage issue:  A homeowner requested the board to review water intrusion issues from common areas onto homeowner property and determine roles and responsibilities for remediation work.  The board feels that such work should be done by the homeowner, with consultation between the parties and obtaining board approval in line with ADRC procedures.  Chris will draft a letter to the homeowner outlining this approach.

   March 30, 2026, Monday, at 6:30 p.m. – Annual Meeting
